Debbie Miller is the Public Works Director for the City of Oklahoma City, where she provides strategic leadership for the planning, design, and delivery of essential infrastructure projects that support mobility, safety, and economic growth. With her extensive experience in civil engineering and municipal operations, Debbie has been instrumental in shaping Oklahoma City’s infrastructure and future growth. She played a pivotal role in transformative initiatives such as Project 180, which revitalized downtown Oklahoma City, and the implementation of the Better Streets, Safer City program including the $265 million temporary sales tax and $967 million 2017 GO Bond Program. Under her strategic leadership, OKC Public Works has championed the development of the $2.7 billion 2025 GO Bond Program, a visionary investment that will continue to drive progress for decades to come.
Debbie earned a Bachelor of Science in Civil Engineering from University of Oklahoma and is a licensed Professional Engineer (PE). Her expertise encompasses roadway design, traffic operations, and urban infrastructure planning. She is committed to advancing sustainable solutions and fostering collaboration among city departments, stakeholders, and residents to ensure the delivery of high-quality public works projects that enhance the community’s quality of life.
