Meet our Panelist:


J.J. Dossett — Assistant to the City Manager, City of Owasso

J.J. Dossett serves as Assistant to the City Manager for the City of Owasso, where he works at the intersection of municipal leadership, economic development, community partnerships, and public policy.

In his role, J.J. advises the City Manager and elected officials and works across departments and with regional partners to advance strategic initiatives that support Owasso’s continued growth. His work includes economic development, intergovernmental relations, community development, public relations, and coordination of complex projects involving public and private-sector partners.

J.J. has been particularly involved in expanding Owasso’s economic development efforts, building relationships with organizations including the Oklahoma Department of Commerce, local chambers of commerce, Tulsa Sports Commission, Green Country Tourism, Tulsa Tech, and businesses throughout the community. He has also worked to strengthen the City’s approach to business recruitment, development, sports tourism, and community investment.

A key focus of his work is helping connect businesses and developers with the resources, partnerships, and local government coordination needed to move projects forward while balancing the needs of a growing community.

J.J. is also a Chief Master Sergeant in the Oklahoma Air National Guard, where he serves with the 219th Engineering and Installation Squadron. His military service has reinforced his focus on leadership, teamwork, readiness, and getting complex missions accomplished.

J.J. is a graduate of the Oklahoma State University and is an active participant in regional and statewide conversations surrounding Oklahoma’s growth, infrastructure, economic development, and local government.


Dana Brashear - Director of Economic Development for the Port of Muskogee

Dana Brashear is Director of Economic Development for Port Muskogee and the City of Muskogee. She leads the region's economic development strategy, including industrial recruitment, business retention and expansion, stakeholder engagement, and long-term planning focused on job creation and economic vitality. Her work comes at a time of growing momentum for the Port, with expanding industrial capacity, rising investor interest, and the strategic advantages of one of Oklahoma's key inland waterway systems.

 

Dana has more than a decade of experience in economic development, government consulting, finance, and strategic counsel across the public, private, and nonprofit sectors. Before joining Port Muskogee, she was a Business Advisor with the Oklahoma Small Business Development Center. She has also held senior roles in government relations, banking, and economic development consulting, where she guided grant and incentive applications, coordinated multi-state, tribal, and federal partnerships, and managed complex financial and credit portfolios.

 

She serves on the City of Muskogee’s Economic Development Committee and the Northeast Regional Alliance Board. Dana earned a Bachelor of Arts, magna cum laude, from the University of Oklahoma and an MBA from Midland University, where she was a Women's Entrepreneur Scholar. She is known for a collaborative, results-driven approach and for turning complex policy and funding tools into real outcomes for communities and businesses.



Travis Stephens - Director of Economic Development for Broken Arrow 

Born in Fort Smith, Arkansas
Graduate of the University of Arkansas with a degree in Economics.
Served as President & CEO of the Clarksville (Ark) Chamber of Commerce and Clarksville Regional Economic Development Organization from 2011-2016.
Served as Economic Development Director for the city of Bella Vista, Arkansas 2016-2019.
Served as Vice President of Operations for the Bentonville Chamber of Commerce 2019-2022.
Served as President & CEO of the Joplin Area Chamber of Commerce and MO-Kan Economic Development Partnership 2022-2025.
Now calls Oklahoma home and is currently serving as the Director of Tourism & Economic Development for the city of Broken Arrow, where he leads a team of 6 who focus on tourism, retail attraction, and the continuous development of the Rose District. A good portion of his time is spent engaging with commercial developers and retailers to work projects in Broken Arrow.
Travis and his wife Kelli have 4 daughters, the youngest one is a senior at Mizzou and the older 3 reside in other parts of the country.
